Toledo, OR In 1952, Georgia-Pacific purchased the C.D. Johnson Lumber Company, laying the groundwork for its entry into the pulp and paper business. Georgia-Pacific began construction of the new integrated pulp and paper mill at the Toledo site in 1957, which was designed to utilize the residual chip material from the existing on-site sawmill.

The Toledo mill stands as the only pulp and paper facility ever constructed by Georgia-Pacific. In 1994, a modernization project began that propelled the mill into the 21st century, reducing its dependence on wood chips for the pulp making process and more than doubling the mill's recycling capacity. Today, the Toledo mill is the largest recycler of wastepaper in the state of Oregon.
